一、2022年工作完成情況 2022年,征管中心根據(jù)縣政府工作部署,結(jié)合開發(fā)區(qū)經(jīng)濟(jì)發(fā)展、重點(diǎn)基礎(chǔ)設(shè)施工程和城區(qū)建設(shè)發(fā)展需要,通過全面摸排和輪會商,并征求各相關(guān)單位意見,確定了大類共個征遷項目的年征遷工作計劃,并提了縣政府常務(wù)會研究通過后付諸施。計劃涉及個城區(qū)征收項目、個經(jīng)濟(jì)發(fā)展征收項目、個重點(diǎn)工程征收項目,涉及環(huán)峰等個鎮(zhèn)。計劃征收土地約畝,征收集體和國有土地上房屋約戶,征收總成本約億元。 一狠抓進(jìn)度助力含城經(jīng)濟(jì)高速發(fā)展。一是根據(jù)年初制定的征遷工作計劃,迅速與施主體密切配合,擬定等房屋收儲及征收補(bǔ)償安置施方案,并報縣政府同意后施。二是做好保障征地組卷報批工作,按規(guī)定組織完善料,強(qiáng)化前期審核把關(guān),保證順利報審,目前已順利報批土地征收項目個。三是嚴(yán)格協(xié)議審查等業(yè)務(wù)性工作。認(rèn)真細(xì)致地做好協(xié)議審查、房票發(fā)放、征地補(bǔ)償資金申報及相關(guān)歸檔工作,做到補(bǔ)償資金準(zhǔn)確無誤。目前已經(jīng)審核經(jīng)開區(qū)及鎮(zhèn)征地協(xié)議份。同時根據(jù)路改造專題協(xié)調(diào)會會議要求,全力做好改造過程中涉及到的相關(guān)設(shè)施遷移審核工作。四是做好征遷項目督查指導(dǎo)和調(diào)度工作。征管中心組成三個指導(dǎo)小組不定期赴項目組進(jìn)行現(xiàn)場指導(dǎo),對征收過程中遇到的際問題和困難進(jìn)行專業(yè)性建議,并組織相關(guān)人員針對問題的重難點(diǎn)進(jìn)行培訓(xùn),確保征收工作順利進(jìn)行。五是在全力抓好縣內(nèi)各項重點(diǎn)工程土地、房屋征遷服務(wù)工作的同時,也積極做好征遷安置房管理各項工作。目前已經(jīng)順利完成司等征遷項目征遷檔案余份的整理工作。中心始終堅持“及時、準(zhǔn)確”的工作態(tài)度做好安置房管理結(jié)算工作。目前已完成戶房票補(bǔ)助、戶安置房結(jié)算工作,完成協(xié)議報賬戶,并對所有結(jié)算、報賬工作一戶一審查,確保準(zhǔn)確無誤、及時零誤差。六是做好資金保障工作。截止目前已完成征地補(bǔ)償?shù)裙P專項資金申報及支付工作,總資金約萬元,完成房票補(bǔ)助資金支出元。同時配合完成路征遷臨時點(diǎn)建設(shè)工作和專項經(jīng)支付,有效地保障征遷項目順利進(jìn)行。

一、進(jìn)展情況和主要做法緊緊圍繞鞏固拓展脫貧攻堅成果,接續(xù)推進(jìn)鄉(xiāng)村振興任務(wù),扎實有效的開展鄉(xiāng)村振興工作。(一)分類幫扶,確保脫貧群眾穩(wěn)定增收。1、全力抓好產(chǎn)業(yè)幫扶工作。完成兩批產(chǎn)業(yè)到戶項目申報,其中,自營發(fā)展類482戶,另有6戶同時申報吸納就業(yè)與自營發(fā)展類,產(chǎn)業(yè)到戶補(bǔ)助資金共計XX萬元,資金均已打卡發(fā)放到位。2、全力推進(jìn)就業(yè)幫扶工作。我鎮(zhèn)擁有省級開發(fā)區(qū)(XX經(jīng)開區(qū)),隨著開發(fā)區(qū)發(fā)展壯大及鎮(zhèn)域經(jīng)濟(jì)提升,農(nóng)村就業(yè)人口有回流趨勢,2022年我鎮(zhèn)外出務(wù)工5515人,本地務(wù)工1025人,其中,脫貧人口務(wù)工1100人,為去年的105%。為促進(jìn)脫貧人口和監(jiān)測對象穩(wěn)崗就業(yè),我鎮(zhèn)共開發(fā)公益性崗位110個,申報補(bǔ)助資金XX萬元(300元/人/月),省外就業(yè)脫貧勞動者交通補(bǔ)貼申報25人X萬元。另外,我鎮(zhèn)積極開展外出務(wù)工月監(jiān)測工作,積極組織各村開展返崗復(fù)工勞動力情況調(diào)查工作,確保務(wù)工監(jiān)測數(shù)據(jù)錄入及務(wù)工數(shù)據(jù)核查比。3、全力實施金融幫扶工作。首先對戶貸戶用及“一自三合”的宣湖蛋雞廠和安徽木子農(nóng)牧發(fā)展有限公司加強(qiáng)小額信貸風(fēng)險監(jiān)測,警惕還款風(fēng)險,截至當(dāng)前未有風(fēng)險。另外加大力度宣傳小額信貸,確保貸款資金安全的情況下應(yīng)貸盡貸,鞏固幫扶小額信貸工作成果,全年發(fā)放小額信貸129戶XXX萬元。

一、2022年上半年工作開展情況(一)強(qiáng)化項目投資,落實產(chǎn)業(yè)發(fā)展“有信心” 堅持規(guī)劃引領(lǐng),以項目為抓手,結(jié)合大熊貓國家公園南入口社區(qū)建設(shè),打造**國際森林康養(yǎng)度假產(chǎn)業(yè)園。一是加快項目落地,積極對接滎發(fā)展集團(tuán)、徐氏文旅集團(tuán)、中鐵五局,統(tǒng)籌推進(jìn)熊貓翠竹長廊、經(jīng)河防洪治理工程、萬年村方竹基地、沉浸式體驗中心、熊貓會客廳、熊貓之眼露營地建設(shè)。二是完善項目庫儲備,已包裝策劃基礎(chǔ)設(shè)施、環(huán)境保護(hù)、重大產(chǎn)業(yè)、社會發(fā)展等方面入庫儲備33個,動態(tài)投資約160億元,正在開展前期可研、初設(shè)的有12個約18億。三是強(qiáng)勢推進(jìn)招商固投,截至目前,已外出進(jìn)行招商引資15次,完成爭取上級資金28萬元。**鮭鱒魚養(yǎng)殖基地建設(shè)項目、**度假民宿酒店建設(shè)項目已達(dá)成初步投資意向。加快固投申報速度,已完成固投2700萬元,完成全年任務(wù)53%。

發(fā)展后勁不斷增強(qiáng)。持續(xù)完善園區(qū)基礎(chǔ)設(shè)施建設(shè),速提質(zhì)升級,完成鎮(zhèn)化創(chuàng)意產(chǎn)業(yè)園擴(kuò)容400畝土地征遷;投資800萬元,實施園區(qū)工業(yè)一路及配套管網(wǎng)項目建設(shè),園區(qū)污水處理廠項目正在進(jìn)行專家評審。做大移民創(chuàng)業(yè)園,新建1棟5500平米的標(biāo)準(zhǔn)化廠房,第二棟3100平米的標(biāo)準(zhǔn)化廠房正在建設(shè)。協(xié)助做好110V輸變電工程。積極推動“天長市鎮(zhèn)化創(chuàng)意產(chǎn)業(yè)園項目”申報政府政策性開發(fā)性金融工具“基金”備選項目資金和專項債。 鄉(xiāng)村振興持續(xù)發(fā)力。堅持規(guī)劃引領(lǐng),實施鎮(zhèn)控制性詳細(xì)規(guī)劃的編制,持續(xù)跟進(jìn)4個村的村莊規(guī)劃編制工作,完成寧淮高鐵拆遷安置區(qū)選址及設(shè)計。完善基礎(chǔ)設(shè)施,完成鄭關(guān)路黑色化提升改造工程。做好浮山礦開采前期工作,征地40畝,建成西外環(huán)道路。投資70萬元,實施“一事一議”民生項目3個。投資60萬元,完成李老路提升改造。城鄉(xiāng)供水一體化項目二三級管網(wǎng)延伸工程正在建設(shè)。改善土地條件,投資2250萬元,完成老山村高標(biāo)準(zhǔn)農(nóng)田建設(shè),并通過上級驗收;投資5000萬元,啟動川橋村、施莊村1.8萬畝高標(biāo)準(zhǔn)農(nóng)田建設(shè);完成向陽社區(qū)、長安村2023年高標(biāo)準(zhǔn)農(nóng)田建設(shè)項目入庫。強(qiáng)化土地資源利用,實施500畝土地增減掛鉤項目。全力開展抗旱行動,實施水庫補(bǔ)水工程,累計補(bǔ)水3900萬方。增強(qiáng)化發(fā)展動力,投資2000萬元打造國家風(fēng)景道周邊特色化景點(diǎn),鎮(zhèn)歷史化展覽館完成建設(shè),678鄉(xiāng)愁憶館正在建設(shè)。 生態(tài)環(huán)境明顯改善。堅決打好藍(lán)天碧水凈土保衛(wèi)戰(zhàn),深入推進(jìn)秸稈禁燒,常態(tài)化落實“河長制”“林長制”“路長制”“田長制”。實施自然村莊整治提升項目,投資400萬元,推進(jìn)川橋村、施莊村等自然村莊宜居建設(shè)。投資500萬元,實施農(nóng)村垃圾分類資源化處理中心項目。投資150萬元,完成第三輪農(nóng)村環(huán)衛(wèi)保潔招標(biāo)工作。投資60萬元,完成新一輪鎮(zhèn)村綠化養(yǎng)護(hù)招標(biāo)。投資150萬元,全面推進(jìn)農(nóng)村黑臭水體禹王河治理。實施對原銀狐漆業(yè)地塊實施詳細(xì)調(diào)查及風(fēng)險評估項目。 民生福祉持續(xù)增進(jìn)。投資280萬元,實施鎮(zhèn)敬老院提升改造工程,完成向陽社區(qū)、長安村、施莊村養(yǎng)老服務(wù)中心建設(shè)。完善社會救助體系,投資20萬元實施監(jiān)測戶基礎(chǔ)設(shè)施提升改造工程。完善全國村級議事協(xié)商創(chuàng)新實驗試點(diǎn)單位向陽社區(qū)建設(shè),村級議事協(xié)商成果豐富。重點(diǎn)推進(jìn)防溺水管理,組建鎮(zhèn)村巡邏隊每天開展3次防溺水巡查。推進(jìn)農(nóng)村自建房安全整治,排查房屋1800棟。大力開展暖民心工程宣傳,制作海報30張、條幅73條,發(fā)放宣傳頁8000張,發(fā)送暖民心短1.5萬條。推進(jìn)鎮(zhèn)村醫(yī)?!耙豢嚏姺?wù)圈”建設(shè)。 農(nóng)村改革縱深推進(jìn)。深化農(nóng)村宅基地制度改革服務(wù)大廳服務(wù),穩(wěn)步推進(jìn)農(nóng)村宅基地制度改革試點(diǎn)工作,以盤活農(nóng)村閑置資源為出發(fā)點(diǎn),積極探索金融惠農(nóng)新模式。結(jié)合農(nóng)村人居環(huán)境整治,規(guī)范農(nóng)村建設(shè),打造一批美麗庭院示范戶。探索農(nóng)村宅基地制度改革助力村集體經(jīng)濟(jì)發(fā)展,塘村集體經(jīng)濟(jì)合作社以農(nóng)村宅基地制度改革為契機(jī),成立天長市迎峰建設(shè)有限司,今年全鎮(zhèn)預(yù)計實現(xiàn)集體收入367萬元,較上年增長37,其中5個村集體收入達(dá)50萬元。推動家庭農(nóng)場和專業(yè)合作社發(fā)展,新申報市示范家庭農(nóng)場1個、天長市示范家庭農(nóng)場3個、天長市示范合作社1個,新增家庭農(nóng)場6個。
