一、質(zhì)量技術(shù)文件管理制度1、目的為保證公司在質(zhì)量管理體系運行中，所有質(zhì)量活動場所使用有效版本的文件（包括適當范圍的外來文件），以防止使用失效或作廢的文件。2、適用范圍本制度適用于質(zhì)量管理體系運行中，有關(guān)質(zhì)量活動的文件的控制和管理。３、職責３.１ 行管部負責質(zhì)量管理體系文件的控制和管理。３.２ 質(zhì)檢部負責技術(shù)性文件的控制。３.３ 各使用部門應(yīng)加強對文件的識別和保管。4、文件的管理4.1文件的起草4.1.2作業(yè)指導(dǎo)書由質(zhì)檢部組織起草。4.2文件的審核、批準和發(fā)布管理制度和作業(yè)指導(dǎo)書由起草部門經(jīng)理審核，行管部組織會簽，公司負責人批準發(fā)布。4.3文件的發(fā)放4.3.1有效文件的發(fā)放按分級管理原則，行管部負責將文件分發(fā)至部門，部門分發(fā)至各有關(guān)崗位。4.3.2 有效文件發(fā)放對象及數(shù)量由行管部在文件適用性審核時填制的“有效文件適用性審批及需求分配表”確定，由質(zhì)量負責人簽署發(fā)放。4.3.3發(fā)放有效文件時，行管部文件管理員填制“公司有效文件領(lǐng)用登記表”供簽收。部門內(nèi)如實行分級發(fā)放，參照本條規(guī)定執(zhí)行。4.3.4不屬文件發(fā)放者，確因工作需要，可向行管部文件管理員借閱，應(yīng)建立借閱文件登記手續(xù)。任何人不得擅自復(fù)印，或向與質(zhì)量管理體系運行無關(guān)的人員，特別是公司外部人員提供有效文件。4.3.5文件破損影響使用時，可由部門文件資料員向行管部申請置換，以舊換新，補發(fā)完好的有效文件。上交的破損有效文件行管部負責銷毀。4.3.6文件丟失應(yīng)向行管部提出書面申請，經(jīng)批準后補發(fā)。丟失的文件一旦找回，應(yīng)立即上交行管部并銷毀。4.4文件的更換和換頁4.4.1由提出修改的部門填寫“有效文件更改申請單”，說明理由，交行管部領(lǐng)導(dǎo)審核，經(jīng)原批準者同意后，按本程序4.2和4.3的規(guī)定執(zhí)行。4.4.2各部門負責按“部門有效文件領(lǐng)用登記表”收回需更改的文件，交行管部換發(fā)更改后的有效文件。
